Urban Forestry Technician

As part of the City of St. Catharines’ Forestry Division and reporting the Supervisor of Forestry, the Urban Forestry Technician will perform tree inspections and risk assessments, inspect and evaluate woody plants, and input and create work orders generated by the request for inspections.


Duties and Responsibilities:

  • Perform tree inspections, evaluations, and appraisals in accordance with industry practice using basic and advanced inspection tools.
  • Assist in the monitoring and identification of tree pests, diseases, problems and potential hazards.
  • Input completed tree inspection work orders into work manager or applicable asset management software.
  • Advise Forestry Supervisor with respect to what equipment will be needed for active work orders.
  • Interact with the public and staff and articulate municipal procedures and timelines for required work.
  • Ascend tree using various tree climbing methods for aerial inspections.
  • Provide verbal assistance and advice, in the field and on the telephone to contractors, consultants and homeowners regarding compliance with the City’s tree protection policy and By-laws.
  • Operate aerial truck with hydraulic lifting device; inspect the site for access and positioning of the truck. Assist other departments and agencies as required.
  • Maintain accurate and organized written records of conditions, observations, inspections, etc. as required.
  • Develop and implement a traffic protection plan in accordance with the Ministry of Transportation of Ontario Traffic Manual, Book 7: Temporary Conditions.
  • Provide functional leadership as required to accomplish the goals of the department.
  • Operate equipment in a safe and efficient manner according to all relevant legislation, policies and procedures.
  • Meet with City staff and contractors at pre-construction meeting to review City of St Catharines construction project requirements, review expected job performance requirements and tender document details. Monitors contracts regarding tree-related items and tree protection.
  • Complete administrative paperwork as required, i.e. statistic sheets, time sheets and accident reports.
  • Provide excellent customer service; respond to needs of all customers and staff as required.
  • Perform other similar and related duties as required.
  • Other related duties as assigned.

  • College Diploma in Arboriculture of Forestry and/or equivalent combination of education and experience.
  • Three (3) years’ tree climbing experience, good knowledge of pruning and removal of trees and experience with the use of cranes for tree removal.
  • Valid International Society of Arboriculture (ISA) certification as an Arborist.
  • Valid International Society of Arboriculture (ISA) TRAQ qualification.
  • A background in entomology and pathology is an asset.
  • Thorough understanding of tree risk assessment and tree biomechanics.
  • Valid unrestricted Class “DZ” Ontario Driver’s license held in good standing with a clean driving record and proven capability to operate large GVW vehicles.
  • Working knowledge and experience with the Occupational Health and Safety Act in particular as it relates to maintenance and construction activities (e.g. Personal Protective Equipment (PPE), fall arrest). A demonstrated commitment to enhancing a safety culture.
  • Must be comfortable working at heights, able to climb/work in trees or from ladders, proficient in the use of aerial bucket trucks and ability to meet the physical demands of the job
  • Must successfully complete a City provided training course in Traffic Control – Temporary Work Zones.
  • Must successfully complete a one-day training course in Fall Arrest (IHSA or approved equivalent).
  • Ability to work outside in varying weather conditions (heat, cold, wet) and work flexible hours (e.g., working shifts for a 7 day, 24-hour operation, overtime).
  • Excellent interpersonal and communication skills and capable of working in a team environment, with the ability to also work independently.
  • Exceptional customer service skills with a strong sense of public service and cooperation, and well-developed ability to deal with the public.
  • Demonstrated ability to work with minimal supervision and coordinate/plan work.
  • Ability to proficiently use the various computer software e.g., Microsoft word, Microsoft excel, Microsoft PowerPoint, Work Manager.
  • Valid Standard First Aid/CPR C Certification as recognized through the Workplace Safety and Insurance Board (WSIB).
  • Proven completion of the Worker Health and Safety Awareness training.


CUPE 157 Pay Group 9 – Minimum $67,373 annually; Maximum $75,663 annually
